ACCF delivers results-based management training for grantees of its projects on gender equality and climate resilience

The English and French-speaking grantees of the Africa Climate Change Fund (ACCF) met virtually on Tuesday, 17 January, to participate in a two-week workshop on results-based management for designing and implementing a monitoring and evaluation (M&E) system for the Fund’s Gender Equality and Climate Resilience projects.
 

The workshop, which ran through Thursday, 26 January, was expected to provide the participants with the basic knowledge, tools, skills, and practical experience in results-based management to help them successfully design and implement the Monitoring and Evaluation system in their projects.

Participants learned how to improve management effectiveness and accountability by defining realistic expected results, watching progress towards expected results, incorporating lessons learned into management decisions, and reporting on performance.

The results-based management (RBM) training provided participants with in-depth knowledge and understanding of the linkage between results-based management and the concepts of gender equality and climate resilience, which is the theme of the projects they are set to implement. They deepened their understanding of integrating the ACCF’s Gender Transformative Approach and Rights Based Approach of feminist principles into the monitoring and evaluation of their projects.

Feedback from trainees proved that the training was exceptionally useful in helping them apply results-based management techniques for designing and implementing their monitoring and evaluation systems. 
“The AfDB/ACCF should be commended for providing this thorough training as part of the grant inception phase,” wrote an anonymous trainee.

Asked to describe any needs for RBM to design and implement the M&E system, some trainees asked for support to implement all that was taught during the training, with more emphasis on scalability and replicability and a greater focus on project results reporting. 
 

The trainees also expressed a need for statistical analyses and report writing and called for more opportunities for continuous learning and exchange of experiences among the grantees as the projects get underway.

Commenting further on the importance of results-based management training, Dr. Alfred Latigo, lead, Gender and M&E expert at the ACCF Secretariat, said: “This approach is central to the success of these innovative projects because development practitioners and donors worldwide, including the ACCF and AfDB, now believe that climate resilience on the continent is only possible when gender-based inequalities are transformed, and all people can fully enjoy their rights.”

The ACCF Secretariat Coordinator, Rita Effah, declared, “The Secretariat is committed to strengthening the capacities of its partners through these training sessions to deliver results for the project’ beneficiaries.” The course was part of the ACCF’s technical support to 10 grantees, poised to receive grants totaling $8.2 million to implement their projects.  ACCF provides grants from $250,000 to $1 million per project.
This workshop follows a course on gender transformative climate change adaptation for 35 persons representing 26 African countries offered by the ACCF from January 9 to January 13, 2023.

The training was conducted by two distinguished experts in results-based management and climate resilience matters:

Dr. Alfred Latigo is an environmental and natural resources economist with a Ph.D. in Environmental Economics with a background in gender, monitoring, and evaluation. He has 40 years of international experience in, among others, project design and management, capacity building, as well as results management in the areas of gender and climate while working for the UN, multilateral development banks, including the AfDB and the World Bank, universities and international NGOs in Africa, Canada, and the United States. 

Dr. Moumini Savadogo is a transformational leader in climate change, energy, environmental governance and diplomacy, sustainable development, and nature conservation, with a Ph.D. in Agriculture and Environmental Sciences and more than 30 years of progressive responsibilities in results-based management of programs and projects in the public and private sectors, from local to national and international levels. Moumini also brings to this training over 10 years of experience in capacity building in related areas from universities and international organizations.
