GENERAL INFORMATION
In 2011, the Government of Mali reaffirmed its commitment to building a green and climate-resilient economy. This commitment was further confirmed on 23 September 2014 by His Excellency Ibrahim Boubacar Keïta, former President of the Republic, through the country’s announcement at the UN Climate Summit.
The current project aims to strengthen Mali’s preparedness for the implementation of this vision. It forms part of a systematic approach to mobilizing technical and financial partnerships to address the country’s climate change challenges and to facilitate access to international climate finance.
The project aims to support the development of a Climate Resilient Green Economy in Mali.
The project has two main components:
- Analytical studies, including in particular:
- Two Strategic Programs on a Climate-Resilient and Green Economy (one focused on Green Economy and another on Climate Change Resilience);
- A portfolio of “bankable” projects to mobilize the private sector; and
- A National Environmental Financing Strategy (SNFE).
- Human and technical capacity building, including diploma-level training and the acquisition of the latest version of accounting software for the AEDD accounting agency.The identified activities aim, on the one hand, to equip AEDD with the necessary tools (program and strategy documents) to enhance the mobilization of international and domestic funding, and on the other hand, to strengthen its fiduciary management capacity. This will enable AEDD to directly access resources from international funds such as the Adaptation Fund and the Global Environment Facility (GEF), and more broadly, to amplify its intrinsic capacity to mobilize financial resources.
The project key deliverables upon completion include the following:
- Development of three project concept notes (on water management, solid waste management, and the promotion of renewable energy);
- Development of two strategic programs, one on the green economy and another on climate change resilience;
- Development of a portfolio of five bankable projects for the private sector;
- Development of a National Environmental Financing Strategy;
- Procurement and installation of accounting and monitoring and evaluation software to enhance the Executing Agency’s monitoring, evaluation, and accounting performance;
- Capacity building for five officials of the Executing Agency (AEDD) in financial management, procurement, internal audit, and accounting;
- Development of a proposal titled “Mitigation and Adaptation Investment in Five Rural Communities of Mopti and Tombouctou”, for submission to the Adaptation Fund, aiming to mobilize USD 1.5 million to support adaptation projects in five rural communities (Korombana, Borondougou, Bassirou, Kounari, and Fatoma) in the regions of Mopti and Tombouctou;
- Production of an end-of-project documentary and a project completion report to share the achievements and lessons learned from the project.
