Multinational - The NDC support Hub: Supporting NDC Implementation in Africa
Background

The African Development Bank, through the Africa NDC Hub, supports the implementation of Africa’s NDCs. The Bank established the Africa NDC Hub in November 2017 in response to a call by RMCs to support the implementation of their NDCs. In partnership with 17 development institutions, the Hub serves as a collaborative platform and resource pool supporting the implementation of African countries’ NDCs. Through the Africa NDC Hub, the Bank is able to leverage the capacities of other member institutions of the Hub in supporting RMCs. This proposal builds on and complements other development institutions supporting target items of the NDC implementation priority areas. It also aligns with both global goals on climate change and the SDGs by supporting countries to develop internal capacities to design bankable projects and concrete funding proposals for AfDB financing and/or submission to global climate funds, e.g., the Green Climate Fund (GCF), Adaptation Fund (AF), Climate Investment Fund (CIF), or as a pipeline for green bond issuance for private sector finance. This project will develop a pipeline of eight project proposals and strengthen the institutional capacities of Namibia, Uganda, São Tomé and Príncipe, and Cameroon to mobilize climate finance and implement their NDCs.

Objectives

The objective of the project is to support African countries in accelerating access to climate finance and effective utilization of funds for the implementation of their NDCs to contribute to global efforts to combat climate change.  

Main Components/Outputs

The project components include:

Outcome 1: African countries accelerate access to climate finance for the implementation of their NDCs to contribute to global efforts to combat climate change.

Output 1.1: Pipeline of bankable projects developed from the NDCs that will attract climate finance at scale.

  • Activity 1.1.1: Develop eight bankable projects and funding proposals.
  • Activity 1.1.2: Support the development of a registry or depository for pipeline projects developed at the country level that are easily accessible for resource mobilization.
  • Activity 1.1.3: Develop a bankable project for Zambia from its NDC to accelerate access to climate finance.

Output 1.2: Support national institutional capacity strengthening.

  • Activity 1.2.1: Conduct an assessment of the capacity gaps and needs for NDC implementation.
  • Activity 1.2.2: Design and implement capacity-building trainings for national actors (public, private, and CSOs) on climate finance.
  • Activity 1.2.3: Prepare guidelines and tools for climate-related assessments, identification, and formulation of proposals for funding.
Key Achievements or Progress

The project results include the following:

  1. Development of four concept notes for submission to the GCF.

  2. Preparation of feasibility studies in Cameroon, Namibia, São Tomé and Príncipe, and Uganda, with the objective of substantiating the concept notes developed in compliance with GCF requirements.

  3. Strengthening of the capacities of national institutions in Cameroon, São Tomé and Príncipe, and Uganda to access climate finance.

  4. Development of training modules, tools, and materials. A Guidance Note for the identification and formulation of climate change proposals for funding was also developed.

  5. Development of an operational Monitoring and Evaluation framework with gender indicators to integrate gender considerations into project activities across the four countries.

  6. Training of national climate change actors in Cameroon, Namibia, and Uganda on climate-smart agriculture and climate finance.

  7. Development of two GCF full funding proposals for Cameroon and Uganda.

  8. Development of three additional concept notes for Cameroon, Namibia, and São Tomé and Príncipe.

  9. Additional support was initiated for the Government of Zambia, through the Ministry of Green Economy and Environment, to develop a proposal accompanied by four roadmaps of pipeline projects. The outcome of this support, which represents the final result under this project, will be reported in the 2025 Annual Report.
