GENERAL INFORMATION
Climate change is caused primarily by human activities such as the burning of fossil fuels, deforestation, and industrial processes, which have led to a significant increase in the concentration of greenhouse gases in the atmosphere, resulting in global warming. The consequences of climate change are numerous and far-reaching, including rising temperatures, sea-level rise, increased frequency, and intensity of extreme weather events such as floods, droughts, and heatwaves, and loss of biodiversity. These impacts have serious implications for human health, food security, water resources, and infrastructure, among others. Without urgent action to address climate change, the effects will continue to worsen, leading to irreversible damage to the environment and human well-being.
All African countries have ratified the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement, signalling a high-level political commitment to address climate change.
As part of the commitment to the goal of the Paris Agreement of limiting global average temperature to well below 2oC and ideally 1.5oC above pre-industrial levels, countries were invited to submit new or updated Nationally Determined Contributions (NDCs) and Long-term low carbon and climate-resilient development strategies (LTS) by 2020 (Paris Agreement Article 4). Due to existing capacity constraints, many countries were unable to meet this timeframe. As of August 2023, 47 African countries have submitted an updated NDC, and only 8 countries have submitted long term strategies.
This project aims to address this problem by: (1) supporting Burkina Faso to update their NDC investment plans and prepare a roadmap for implementation;(2) supporting Mozambique and Uganda finalize their Long-Term Low Emissions and Development Strategies (LT-LEDS); (3) supporting Ethiopia set up a climate institutional framework and develop a resource mobilization strategy for NDC implementation and (4) supporting Ethiopia and Mozambique develop their MRV Systems. This will ensure that these countries have the capacity to deliver on their Paris Agreement commitment.
The project seeks to support (i) Burkina Faso to update their NDC investment plans; (ii) Mozambique and Uganda to finalize their Long-Term Low Emissions and Development Strategies (LT-LEDS); (iii) Ethiopia to set up a climate institutional framework and develop a resource mobilization strategy for NDC implementation, and support Ethiopia and Mozambique to develop their MRV systems.
The project scope articulates around the following:
- Uganda:
Conduct a stocktake of the updated NDC.
Prepare, print, and disseminate the stocktake report to inform Uganda’s NDC 3.0 process.
- Ethiopia:
Strengthen institutional capacity for climate finance and development of bankable project proposals through in-house training.
Support subnational governments in mainstreaming NDCs into regional development plans through consultations and the development of aligned action plans.
- Mozambique:
Revise and update the National Strategy for Adaptation and Mitigation to Climate Change (ENAMMC 2013–2025).
Develop an action plan and resource mobilization strategy to implement the revised ENAMMC.
- Burkina Faso
Develop an NDC Investment Plan to attract climate finance for implementation.
Prepare a detailed roadmap for implementing the Investment Plan.
The project is in its early stages of execution, and to date, no major results have been achieved. It is expected that by the end of 2025 and early 2026, more results will be achieved.
