SENEGAL: ACCF Supervision team gives “Removing Barriers to Climate-Finance Access” project a satisfactory score

Rita Effah and Lucy Debrion, the ACCF Task and Portfolio manager of the project titled “Removing barriers to climate finance access by local governments/municipalities in Senegal,” were in Senegal from May 23 to May 27, 2022, conducting a mid-term review of results obtained so far implementing the project.  The managers met with the project facilitators and discussed project management and business planning tools.
 

They visited Saint-Louis on 26 May 2022, the capital of Senegal's Region, known to residents as Ndar, to share views on the revitalization of the Regional Committee on Climate Change (OMRECC).

During their visit, Effah and Debrion met with Mr. Alioune Badara SAMB, Governor of Saint-Louis, accompanied by the state television crew.

In his remarks, Mr. Samb stressed the need for "better decentralization of climate change governance". He also expressed delight to "see a future revitalization of the COMRECC with a consensual action plan that will be finalized."
 

The ACCF tag team dialogued with participants and came away with the impression that participants had understood the working methodology of the project and the harmonization of approaches to the implementation of the project.

Effah said, " the team is committed, and the results obtained are encouraging." She expressed satisfaction but requested a continuation and mobilization of all targets in the execution of activities and projects by all stakeholders.

Also present in the meeting were representatives of the Project and the National Local Development Programme, the Centre for Ecological Monitoring (CSE), the National Committee on Climate Change (COMNACC), the Directorate of Environment, and Classified Establishments, COMRECC, Regional Development Agencies, representatives of decentralized technical services and civil society.
